The Canadian Dental Care Plan (CDCP) is a federal program that helps eligible Canadian residents without dental insurance pay for oral health care. If you’ve heard about it and aren’t sure whether it applies to your family, this is a plain-language summary of how it works for the 2026–2027 benefit period.

Who qualifies
You must meet all four requirements:
- No access to dental insurance. That includes coverage through your job or your spouse’s, a pension plan, a professional or student organization, a plan you or a family member bought, and health spending accounts that cover dental costs. If you have access to coverage, you don’t qualify, even if you’ve never used it or chose not to enrol.
- Adjusted family net income under $90,000. This starts from the family net income on your tax return, with small adjustments for certain child care benefit and disability savings plan amounts.
- Canadian residency for tax purposes, for you and your spouse or common-law partner, if you have one.
- A tax return filed in Canada for the previous year, again for you and your spouse or partner, so your family income can be assessed.
Two details are worth knowing. Dental coverage through a provincial, territorial or federal government social program doesn’t automatically rule you out; you could still qualify, and the plans may coordinate your coverage. And some retirees who opted out of an employer or pension dental plan before December 11, 2023, and can’t opt back in, may also qualify. The eligibility page has the full details.
How to apply
There’s no fee to apply. You can apply online through My Service Canada Account or the online application on Canada.ca, or by phone with Service Canada at 1-833-537-4342 (TTY 1-833-677-6262). You’ll need your Social Insurance Number, date of birth, full name and address, along with the same details for any dependants you’re including. Once you’re enrolled, you’ll receive a letter with your member ID and coverage start date, followed by a welcome package and member card from Sun Life, which administers the plan. Don’t book care before your start date, as services received before it aren’t covered.
Coverage runs in benefit periods that end on June 30 each year. If you had coverage for 2025–2026 and missed the June 1 renewal deadline, you can apply again for 2026–2027, but care received during the gap isn’t covered.
What you’ll pay: co-payments
The plan pays a share of its own established fees, based on your adjusted family net income:
- Under $70,000: the CDCP covers 100% of eligible costs at CDCP fees, with no co-payment.
- $70,000–$79,999: the CDCP covers 60%, and your co-payment is 40%.
- $80,000–$89,999: the CDCP covers 40%, and your co-payment is 60%.
You may still owe an amount in two situations: when a provider’s fee is higher than the CDCP fee, you pay the difference; and services the plan doesn’t cover are yours to pay. Before any treatment, ask what, if anything, won’t be covered.
What’s covered
The CDCP helps pay for a broad range of services, grouped in these general categories:
- Diagnostic and preventive: exams, X-rays, cleanings, fluoride and sealants
- Basic: fillings, root canal treatment and gum (periodontal) care
- Major: crowns, dentures and oral surgery, including tooth removal
- Anesthesia and sedation: such as nitrous oxide
Orthodontic services are not currently available under the plan. Many services have frequency limits, and the exact rules are set out in the CDCP Dental Benefits Guide. The coverage page lists the details.
Some services need preauthorization
For some services, including anything beyond the plan’s frequency limits, the CDCP has to approve the treatment before you receive it. Examples include crowns, partial dentures, re-treatment of a previous root canal and some forms of sedation. The decision takes your oral health history and medical conditions into account, so build that step into your treatment plan.
Confirm before treatment
Like checking the forecast before a paddle across Lake Vernon, a few minutes on the phone beforehand saves surprises later. Before any appointment under the CDCP:
- Make sure your coverage is active and your start date has passed.
- Ask the dental office whether they can see you under the CDCP.
- Confirm what’s covered and your co-payment level with Sun Life’s CDCP Contact Centre at 1-888-888-8110.
- Ask about any costs the plan won’t cover.
- Bring your member card to each visit.
One more detail: Sun Life reimburses oral health providers, not plan members. If you pay the full cost yourself, you won’t be reimbursed.
